The first observable threshold is daily workforce density across trades. Below 50 workers on site, a competent foreman with safety responsibilities and a corporate-level safety director on speed dial can usually maintain coverage. Above 50, the volume of toolbox talks, JHA reviews, daily inspections, subcontractor compliance verification, and incident documentation grows past what a non-dedicated role can handle while also running the production work.
- 50-100 workers daily — typically the threshold for at least a part-time Safety Coordinator or CHST-credentialed Safety Officer. JHAs by trade and daily inspection cadence become non-trivial.
