Our Founder’s Background
3P Safety Staffing was founded by Patrick Salazar, a safety professional with field experience dating to 2005. Patrick holds NCCCO Mobile Crane Operator, Tower Crane Operator, Rigger, Signal Person, and Inspector credentials, plus the NCCCO Lift Director qualification. He completed the OSHA 500 Construction Outreach Trainer course, holds current First Aid/CPR/AED certification, and is a BCSP member. His field background spans crane operations, lift planning, and site safety oversight on industrial, construction, and federal projects.
The decision to start 3P Safety Staffing came from watching too many large staffing firms treat safety professionals as interchangeable resumes. A confined space rescue trained SSHO and a high-rise commercial Site Safety Manager are not the same hire even though they may both hold OSHA 30 and BCSP credentials. Generic staffing models that send the same five candidates to every request waste client time and put projects at risk.
Our model is human-vetted matching: every shortlist is reviewed by someone with field experience against the specific project hazards.
Why Our Pre-Vetting Matters
Pre-vetting means we verify credentials, work history, and reference checks before a candidate joins our roster, not after a client requests them. BCSP CSP, ASP, CHST, and OHST status is verified directly with BCSP. OSHA 30, 510, and 500 certifications are verified through OSHA Outreach Training Program records. EM 385-1-1 SSHO 40-hour training is verified through certificate authenticity and renewal date tracking. First Aid/CPR/AED is verified current within 2 years per most contract requirements.
Reference checks include past placement clients and direct site supervisors. We ask specific behavioral questions about how the candidate handled near-miss reporting, how they communicated with crews during stop-work situations, and how they coordinated with prime safety managers on multi-trade sites. Credentials get someone on the roster; performance references determine whether they stay on it after their first placement.

Concentration is heaviest in major industrial and construction markets: Houston, Dallas-Fort Worth, San Antonio, Austin (Texas energy and tech construction); Los Angeles, San Francisco Bay Area, San Diego (California commercial and tech); New York City, Newark, Philadelphia (Northeast commercial); Chicago (Midwest industrial); Atlanta, Charlotte, Nashville (Southeast growth markets); Seattle, Portland (Pacific Northwest tech and aerospace); Phoenix, Las Vegas, Denver (Southwest expansion markets).
48-hour mobilization is our standard nationwide commitment. In the major metros listed above we routinely achieve 24-hour deployment for urgent needs (stop-work response, near-miss investigation, immediate replacement after performance issue). Remote markets (Alaska, Wyoming, Montana, North Dakota, parts of Idaho) may require 72-96 hours for first-time mobilization but maintain repeat availability for ongoing project work.
Federal and Government Contracting
Federal-eligible roster maintains current EM 385-1-1 SSHO 40-hour training, with most pros also holding OSHA 30 minimum (OSHA 500 preferred), First Aid/CPR/AED, drug screen results, background investigation eligibility, and Personal Identity Verification (PIV) card potential where required for long-term federal facility access.
USACE (US Army Corps of Engineers), NAVFAC (Naval Facilities Engineering Command), AFCEC (Air Force Civil Engineer Center), GSA (General Services Administration), and VA (Veterans Affairs) construction projects represent a significant portion of our placement work. Documentation packets supporting any federal RFP can be delivered within 24 hours of request, including resume, training certificates, medical clearance, drug screen, security investigation status, and past performance references where appropriate releases are in place.

Certificate of Insurance with your entity named as Additional Insured is typically issued within 24 hours of contract execution.
Documentation we maintain on every placement includes: signed candidate W-2 onboarding paperwork, BCSP credential verification with date stamps, OSHA training certificates with renewal tracking, medical clearance and drug screen results, security investigation status where applicable, weekly time and expense reports with client co-sign, and end-of-engagement performance summary. All documentation retained for 7 years per IRS and OSHA recordkeeping requirements.

The Difference Between Staffing and Real Safety Coverage
Most agencies that advertise safety staffing are general construction labor brokers who happen to have a few safety-titled people on their roster. Their recruiters cannot evaluate whether a candidate’s OSHA 30 was actually completed in person versus a four-hour click-through, whether a fall protection competent person designation came from a formal qualification or a self-attestation, or whether a crane inspector has the correct CCO designation for the equipment on your jobsite.
That gap is how unqualified people end up on payroll, on the jobsite, and on the OSHA 300 log when something goes wrong. We close the gap by running every candidate through a technical review conducted by people who have actually done the work: riggers, signal persons, lift directors, EHS managers, and SSHOs who recognize the difference between a paper credential and the field experience that backs it up.
The verification covers credential authenticity (we contact the issuing body when something looks off), employment history (we confirm dates, scope, and reason for separation with the listed supervisor, not the HR phone tree), incident history (we ask directly about OSHA recordables, lost-time incidents, and any role the candidate had in investigations), and reference depth (we want to talk to the project manager or superintendent who worked with them daily, not the recruiter who placed them).
It takes longer than a typical staffing intake. That is the point.
Why Continuous Vetting Beats Reactive Recruiting
When a client calls needing an SSHO in 48 hours, we are not starting a recruiting process. The recruiting was already done, usually weeks or months earlier, and the candidate has been on a vetted, available bench with current credentials, current insurance, current physicals, and a known geographic radius. That is what makes the 48-hour mobilization realistic.
Reactive recruiting cannot hit that timeline honestly. Anyone who tells you they can post a job, screen candidates, verify credentials, run background checks, complete drug screens, and deploy in 48 hours is skipping steps. We do not skip steps, which is why we built the bench model in the first place.
Continuous vetting also means we catch credential expirations before they affect a client. A CHST whose certification lapsed last month does not get sent to a jobsite this month. An OSHA 30 that was completed in 2018 gets a refresher before the candidate is presented for a federal project requiring current training. These are basic things, but they are also the things that get missed when an agency treats safety staffing as a side product instead of the core offering.
How We Handle Federal and Government Work Specifically
Federal staffing requires a different operational posture than commercial. EM 385-1-1 (the USACE Safety and Health Requirements Manual) is more stringent than 29 CFR 1926, and SSHO duties under EM 385 are specifically defined, including documentation, AHA review, daily reports, weekly inspections, and accident investigation responsibilities that go beyond typical site safety officer expectations. We staff SSHOs who have actually held the role on USACE, NAVFAC, GSA, and VA construction projects, not people whose only federal exposure was a one-week training course.
The same applies to CIH-qualified industrial hygienists on environmental remediation contracts, fall protection competent persons on military construction projects, and confined-space supervisors on shipyard work.

When Staffing Is the Wrong Answer
We will tell you when staffing is not what you need. If your real problem is a missing safety program, an inadequate written plan, or a compliance gap that a temporary placement will not fix, we will recommend the consulting work first and the staffing second. If your project genuinely needs a full-time permanent hire, we will say that, and refer you to direct hire services rather than placing a contract person who will leave at the end of the engagement.

What Clients Should Ask Any Safety Staffing Agency
If you are evaluating safety staffing agencies, the questions that separate real providers from labor brokers are not the ones most agencies want to answer. Ask who specifically reviewed the candidate’s qualifications, and what that person’s own field experience is. Ask whether the agency carries professional liability in addition to general liability, and request the policy limits.
Ask how candidate background checks are run, what the look-back window is, and what disqualifies a candidate. Ask whether drug screens are current within the last 90 days or just on file from initial onboarding. Ask whether candidates are W-2 employees of the agency or 1099 contractors (this changes the liability picture significantly). Ask whether the agency has ever placed a candidate who was later found to have falsified credentials, and how they handled it.
Ask how the agency verifies that the candidate’s OSHA 30 was completed in person rather than as a click-through course.
An honest agency answers those questions directly. A labor broker dodges them. The questions are also the same ones an OSHA investigator or plaintiff’s attorney will ask if something goes wrong on your project, which is why getting clear answers up front protects you more than any marketing pitch ever will. If an agency cannot tell you who reviewed a specific candidate’s qualifications by name, you do not have a safety staffing agency. You have a payroll service with a safety-themed pitch deck.

A Note on What We Will Not Do
We will not place a candidate we have not personally verified, regardless of timeline pressure. We will not undercut another agency’s rate by cutting corners on insurance, background checks, or credential verification. We will not place 1099 contractors as W-2 substitutes to shift liability onto the client. We will not advertise certifications we do not hold or qualifications our team has not earned.
We will not chase placements outside our actual competence, and we will refer work to specialists when that serves the client better than forcing a fit. Those are not marketing points. They are the operating rules that have kept the company sustainable, kept clients safe, and kept candidates working in jobs that match their qualifications.
