OSHA Jurisdiction in Virginia — VOSH State Plan

Virginia operates its own state OSHA plan, Virginia Occupational Safety and Health (VOSH), under the Virginia Department of Labor and Industry (DOLI). VOSH has jurisdiction over both private sector and state/local public sector employers, federal OSHA does not enforce in Virginia except on federal enclaves and certain maritime jurisdictions. VOSH adopts most federal OSHA standards by reference and adds Virginia-specific rules through the Safety and Health Codes Board.
